law-based personnel formations

The government of Suriname has touched on a very sensitive subject in its struggle to get it right It has been established that the government apparatus is full, has hydrocephalus and therefore needs to be cleaned up.

We have come back to that conclusion for decades It is no surprise that we come to that conclusion again, because all political constellations have participated in stuffing the device with, in particular, the lower-skilled in Suriname.

There is no system in Suriname where law-based personnel formations and formation strengths are used So it has not been established in exact numbers for various ministries and its departments how many personnel are required as a minimum and maximum.

These formations must be regularly adjusted because ministries change their tasks Tasks are also made more difficult and job descriptions have to be adjusted.

As a result, there may be revaluations of functions The Ministry of the Interior is tasked with directing the entire government apparatus.

This ministry does not have the capacity or the will to fulfill this task The current minister of BiZa has been complaining for years about an overcrowded apparatus, but he has not taken any measures, not even legal ones, to prevent the polluting of the civil service.

We see governments in recent times complaining only that the wage bill is high, but as the elections approach, we notice the attitude of the government, that it is not even able to indicate that the apparatus is full of staff with a GLO and VOJ we don't need Governments run all kinds of complicated projects that take years and buy time.

The moment of the painful decisions is postponed The complex projects are run on the instruction, not to be ignored, recommendation or order from financial institutions that supposedly 'help' Suriname with structural adjustment programs.

For example, a public sector reform (psr) program was already implemented at the beginning of the millennium and the recommendations shared with the press were impracticable Now the government is said to be working on a psr program again and all kinds of activities are being carried out such as a registration of civil servants.

But, the most important exercises are not committed What should the current function of the government be in view of the role of the State? The role of government must have changed over the years.

This should lead to which departments and parts of the government are superfluous The number of civil servants and their qualities are determined on the basis of that role.

Based on this, it is then determined what is redundant in terms of personnel and where there are vacancies In two stages, we wanted to stem the flow of citizens to government offices by amending the Personnel Act.

But again, politicians did not have the willpower to exploit the legal possibilities First, in the second half of the 1970s, after independence, we had the so-called personnel freeze.

This meant that from then on no civil servants would be employed, unless those civil servants were really needed for the state service High government officials such as the VP must then always give permission for each official to be employed.

Hiring remained a massive activity and no exception In 1983 the Personnel Act was amended again.

It then became possible to dismiss personnel when a change in the formation of a ministry or department had occurred and the dismissal of one or more officials was therefore unavoidable If this was the case, a ranking order had to be established by state decree, in which the people had to be discharged.

To our knowledge, this arrangement has never been used In 1983 it was also made possible that a general reorganization, downsizing and restructuring of the State Service could be carried out by the government and that within that framework it was legally permitted to dismiss civil servants.

This had to be done in the interest of the service This opportunity has never been used by the governments of Suriname.

The president plays an important role in reorganizing the government apparatus There must first be a statement from the president stating that "the public interest of the service" necessitates a complete reorganization, downsizing and restructuring.

He then determines to which 'one or more national servants' or 'to one or more groups of national servants' in a certain order of rank also determined by him, discharge can be granted These redundancies have not yet been used.

Dismissal for reorganization of the state service can be given to a national servant at his own request These civil servants who are dismissed at their own request can receive the last salary they earned for up to 18 months.

These redundancy pay schemes would have been used So we see that the law offers different possibilities, but that governments have not taken the political chances.

This also has to do with the jobs that would not be created to such an extent in the private sector but that governments have not taken the political chances.
